Local governments can save money by accessing county's IT services 

 

 

The Westchester County Department of Information Technology (DoIT) is offering its expertise and services to municipalities, schools and special districts in several areas, including digital printing, network and office systems services, geographic information systems (GIS) and emergency support, to name a few. The county has developed these services with the goal of reducing your costs, increasing efficiency and reducing duplication of services.

 

DoIT encourages all municipalities, schools and special districts to become part of the Cablevision Lightpath contract. This shared contract provides valuable benefits to all participants, including improved telecommunications transmission quality and sophistication, reduced overall telephone/telecom costs and improved reliability. By joining, DoIT can also offer selected WAN (Wide Area Network) management services, provide domain name hosting services and create and manage e-mail accounts.  

 

In addition, there are a number of GIS-related services, including development of GIS  databases, Internet mapping, data warehousing and tax map maintenance. Be sure to check out the criminal justice and emergency services shared applications, which have fast become key resources to police departments and emergency responders throughout the county.

 Digital Printing Services

 The county now offers digital printing services to municipalities, schools and special districts in Westchester County. DoIT's print shop facility is equipped to handle large scale print job processing in a variety of formats, including tri-fold brochures, large documents bound in book form, bi-fold pamphlets, etc. Charges for printing services will be based on county costs as listed in the current DoIT Print Rate Card. Network and Office System Services

WAN Management

(Wide Area Network)

DoIT can manage WAN environments for municipalities, schools and special districts if data circuits are secured as part of the shared Cablevision Lightpath contract. DoIT will provide firewall services to block outside parties from gaining access to local resources and manage network services through the monitoring of network connections and potential problems.

DNS

(Domain Name Services)  

DoIT can provide domain name(s) hosting services for existing domain names as well as purchase new ones for municipalities, schools and special districts.

E-mail Services

For DoIT WAN managed sites only:  DoIT will create and manage email accounts for specified domain(s). DoIT offers uptime monitoring, initial implementation support, appropriate backups and support via our Help Desk and/or Education Center. DoIT will also provide a Web-based interface to the e-mail accounts, allowing remote access to e-mail.

Community Mapping

 

DoIT’s GIS Project Team can provide technical assistance and guidance to local municipalities, community groups, schools and libraries for a variety of GIS- related services and training.  These services include:

  • Internet Mapping Programs integrated with the County’s primary  web-based mapping application, Mapping Westchester County
  • Guidance on emerging Internet mapping programs such as Google Earth and Microsoft Virtual Earth
  • Geospatial Data Warehousing – making local datasets available “on-line” as part of Mapping Westchester County and ready for download.  
  • Recommendations and design of key GIS database development efforts
  • Conducting Local Government GIS User Needs Assessments and project implementations

Mapping Westchester County

The county’s primary internet mapping portal which provides access to dozens of public

datasets and to specialized county applications, including Hurricane Zone, Indian Point

Plan, Elected Officials, and Green Facilities.

Shared Criminal Justice Data Warehouse The Criminal Justice Warehouse is a Web-based investigative tool  that allows critical criminal justice data to be easily searched from multiple sources that contain well over a million records. Available data sources include county jail and probation data, county and municipal electronic fingerprint/arrest system (criminal & civil) data, New York State Parole, and county police cand criminal data.

RICI

(Repository for Integrated Criminal Information)

CAPS

(Civil Applicant Processing System)

A Criminal (RICI) and Civil (CAPS) Electronic Fingerprint Submission system that allows county and municipal agencies to submit fingerprints to the state and federal government and obtain identification verification and criminal history details for an individual. Criminal checks are processed within an hour and civil checks within 24 hours.
 

Emergency Services

Fire and EMS Primary Dispatch Services  The Fire and EMS Primary Dispatch Services systems are available to the county’s fire and EMS agencies that are dispatched by the county’s Department of Emergency Services, Emergency Communications Center (also known as 60 Control).   
Westchester EMS Hospital Diversion System  The Westchester EMS Hospital Diversion System allows hospitals to put themselves on diversion for a period of time with safeguards in place to prevent too many hospitals serving a community from all going on diversion at the same time. The Web application updates the Computer Aided Dispatch system allowing 911 dispatchers to have current information at all times and quickly send notifications to transporting ambulances. The system can send notification by e-mail, fax or alphanumeric messaging to EMS agencies when a specific hospital changes its diversion status. This dashboard is viewable by the region’s EMS agencies and dispatch centers. They can access the site and monitor transport destinations that may be full, or have limited services available for the patients being transported. 
I/NetViewer I/NetViewer is a Web-based application that allows agencies to obtain real- time and historical fire and EMS dispatch information for their agency.   
CADTIMES CADTIMES is a Web-based dashboard that allows police, fire and EMS agencies to view information about their current events in real time. Many agencies view critical information about events in progress each day using this tool. It can also be used to view and share information during a large event involving multiple agencies. A number of agencies take advantage of CADTIMES by displaying the current alarm information on large screens in their fire stations.  
FireRMS FireRMS is a full Records Management package that the County makes available to local fire agencies. Agencies can use FireRMS to create and access records for various purposes, including maintaining classroom and skills training records, scheduling personnel, tracking vehicle maintenance, inventory controls, fire inspection records, and populating NYS fire reports (data is passed from the CAD program), etc.   

Special Situation Application


Critical Information Dispatch System (CIDS)
 

Special Situation Application (CIDS) is a computer program designed to allow agencies to view special situations (hazardous materials, special instructions or warnings etc.) about the location of an alarm that may be on record at 60 Control. Local agencies can add new and revise existing special situation records via this application. Submissions are stored in the Computer Aided Dispatch (CAD System).
HIPLINK and IPAGE  HIPLINK and IPAGE is a computer program that allows agencies to develop and maintain paging contact lists that DES uses to send e-mail messages and/or alpha numeric pages with information about an agency’s alarms. This can be done automatically from a program in the CAD System, or on demand by dispatchers to communicate events or other information to an individual agency’s responders and members about its alarms. In addition, agency leaders can send text messages to their own staff via the application (meeting reminders, training and special event notifications).   
e-Learn The County’s Department of Emergency Services offers Web-based training (e-Learn) opportunities for fire, EMS and emergency volunteer programs. This service is used regularly and continues to grow both in scope and popularity, allowing an alternative learning method to the traditional classroom setting.
Special Needs Registry The Departments of Emergency Services and DoIT developed a web-based Special Needs Registry to record information on individuals that would require assistance should an evacuation be ordered. Citizens can register directly online or they can call 211 to have an operator enter the data (using the same application) for them. Currently the municipalities work with DES to get the list of registered individuals in their area, but soon, they will be able to accomplish this online without the assistance of DES.    

County Clerk Services

County Clerk’s Public Viewer The County Clerk’s Public Viewer is a free service which is used by all Westchester County municipalities. This is the municipal version of the County Clerk’s Public Viewer.  It provides documents not available to the public, such as real property and tax forms. 
County Clerk’s Weekly Deed Abstracts Report  The County Clerk’s Weekly Deed Abstracts Report is also a free service used by all Westchester County municipalities. This report is available on the Municipal Public Viewer. 

Archives and Records Management Services

Record Storage Vaults Environmentally protected record storage vaults may be used to store a local government’s unique and intrinsically valuable records, accompanied by expert cataloging to promote improved public access. Historically valuable municipal collections benefit from enhanced security, fire protection, professional cataloging, regularized hours for public research and increased availability, without the municipalities having to provide these services themselves. 
Specialized Scanning Services Expert systems and trained personnel are equipped to provide specialized scanning services to scan a local government’s rare books and documents. Best practice and archival guidelines for digitization are met to ensure high-quality scans, preservation of the images on the county’s state-of-the-art server system and eventual migration to the next level of technology.   
Historical Treasures of Westchester County Through participation with the Virtual Archives’ “Historical Treasures of Westchester County” Web site, local communities may provide online access to many of their most valuable primary source documents without having to fund the service themselves.
